Most operators try to operate right at their MOP. Since the MOP already has a safety factor built into it, they reason that operating below it is too conservative.
The higher the steam injection pressure, the further into the formation we hope it will penetrate.
The biggest concern with high injection pressure is fracturing the cap rock and seeing all the valuable steam slip out of formation. Heating the overburden is an expensive waste.
Several factors contribute to a non-stable injection pressure. Start-up conditions and temporary process blockages can vary injection pressure. The regulator was reasonable in granting a daily average measure so that this operator doesn't need to report slips over the MOP every hour.
